Haryana: EEFI objects to Eleven Power’s parallel licence for Gurugram and Nuh
Petition No. 30 of 2026 before HERC. A one-year-old company with ₹1 crore paid-up capital seeking DHBVNL’s paying circles.

EEFI has placed a formal objection before the Haryana Electricity Regulatory Commission against Eleven Power Private Limited’s petition for a distribution licence over Nuh and Gurugram. The company was incorporated in June 2025. The petition speaks of more than ₹4,700 crore of outlay on a paid-up capital of ₹1 crore.
The Commission’s interim order of 26 May 2026 had already asked how a five-year rollout would avoid cherry-picking, and how the holding company’s market value sits against its books. DHBVNL’s losses are falling. There is no case for a second licensee in the same circle.
