Objection before HERC: reject Eleven Power’s licence for Gurugram and Nuh

Eleven Power Private Limited has asked the Haryana Electricity Regulatory Commission for a distribution licence over the revenue districts of Nuh and Gurugram — Petition No. 30 of 2026. The company was incorporated in June 2025. Paid-up capital is ₹1 crore. The petition speaks of a capital outlay of ₹4,716.73 crore.

EEFI’s objection of 15 June 2026 asked the Commission to reject the petition outright and to leave DHBVNL as the sole licensee. A parallel private licensee in those two districts will lift the HT and commercial load and leave agricultural and domestic consumers with the public company. Cross-subsidy falls. The state exchequer pays. Workers face outsourcing and VRS talk.

The Commission’s own interim order of 26 May 2026 had already asked the petitioner to show that a five-year rollout would not be cherry-picking, and to explain the market valuation of its holding company against book value. DHBVNL’s AT&C losses stood at about 10.26 percent in 2024–25, collection above 100 percent. There is no public-interest case for a second licensee.

Odisha’s first private licences — NESCO, WESCO, SOUTHCO — ended in revocation in 2015. Duplicate wires in one circle produce chaos in fault restoration, metering and procurement, not a modern grid. EEFI reserved the right to appear at the public hearing of 8 July 2026.
