Haryana: EEFI asks HERC to reject Eleven Power after the expert report

The Haryana Electricity Regulatory Commission asked stakeholders to comment, by 15 September 2026, on the Independent Expert Committee report in Eleven Power’s petition for a parallel distribution licence over Gurugram and Nuh.

EEFI has told the Commission that the Report is only advice. The petition must still be rejected. A 2025 company with about ₹1 crore paid-up capital cannot be treated as ready because a promoter’s market value is large, or because 84 per cent of the capital programme is postponed to years three to five.

The June 2026 objection in this matter is already on the site. This filing is confined to the Report: no own system, no binding migration protocol, no recovery of switch-over cost, and a public-interest case against lifting the paying load from DHBVNL.
