Circular 04/2025 — Working Committee, Ooty, 30–31 August 2025

The Working Committee met at Ooty on 30–31 August 2025. Comrade Elamaram Kareem presided. Thirty-six members and three invitees sat. The Committee paid homage to Comrade V.S. Achuthanandan.

The General Secretary’s report placed the CETA and TEPA trade deals, the MMDR amendment, the opening of civil nuclear work to private and foreign capital, state-level rewriting of labour law in the image of the Codes, and the SIR of electoral rolls.

Punjab: the Joint Action Committee, with EEFI in the lead, took three days of mass casual leave from 11 August 2025. The Finance and Energy Ministers sat with the unions. A settlement covered contract workers as well.

Adani Electricity Puducherry Limited was incorporated on 26 August 2025 — a vehicle for the distribution business of the Union Territory after privatisation. In Maharashtra, Torrent, Adani and Tata Power have pressed parallel distribution licences over Nagpur, Pune, the Mumbai suburbs, Thane–Palghar and Vasai–Virar.

New ground in the federation: Odisha Power Sector Technical Employees’ Union, Balasore, affiliated from this sitting. Unions in the Thrissur Corporation and Kannandevan TE distribution circles, and the Electricity Wireman and Supervisors Union of Kerala, are to come in. Two thermal plants in Jharkhand are on the same road. A nuclear and fuel-chain sitting was fixed for Delhi in November 2025.

The sitting also recorded Virtual Power Purchase Agreements and monthly electricity futures on the NSE — the grid treated as a market.

Campaign line: intensify the fight against privatisation — Uttar Pradesh, parallel licensing in Maharashtra, the Puducherry department. Southern Region sitting at Puducherry on 23 September 2025. State conventions on pay revision, OPS and allowances in September–October, closing on 10 December 2025 as a national action day of electricity employees in the state capitals. A separate contract-workers’ campaign, closing with a demonstration at company headquarters on 20 November 2025.
