Circular 01/2026 — Office Bearers, New Delhi, 20 May 2026

EEFI Office Bearers met on 20 May 2026 in New Delhi. Two notes were adopted for reporting in every committee: the political-economic situation, and the state of the power industry. A third note sets out how existing union registrations are to be protected under the Industrial Relations Code.

The Draft Electricity Amendment Bill, 2025 has not yet been passed — because electricity employees and engineers across the country have stood together. The SHANTI Act has been passed. Private operators have already entered nuclear work.

The industry faces two attacks at once: privatisation of public power, and the taking away of labour rights after the Labour Codes were notified on 21 November 2025.

Comrade Subhash Lamba is in charge of the day-to-day work of the Centre. Comrade Shabbir Ahmed Gani is an invitee. Regional committees were to meet by 30 June 2026; sub-committees by 15 June. The Working Women sub-committee is to see that Internal Complaints Committees are formed in every union.

A two-week campaign in July, joining state issues with the Labour Codes, pay revision and the old pension, is to close with one- or two-day dharnas before State power departments in August — families, students, youth, women and kisan organisations on the same ground.

State conventions on contract workers by 31 August 2026; a one-day national strike of contract workers in the power sector in October–November. If the Amendment Bill is forced through Parliament, multiple-day action under NCCOEEE in November–December.
